It does mean blank slate. The idea of John Locke was that babies, in essence, were a blank slate and could be molded/programmed into whatever you wanted. That view of mankind minimizes the idea that each person has some inborn tendencies in their personality so it would say genetics don't really play a role in someone's make-up.

i believe that humans were born to know what "evil " is. what the mind thinks must be in it already. this is just my ideology.
