after you bought the collar go to a mirror in the house and click change dog's appereance(it wont say dog or cat it will say the name for the dod or cat) and then you go to the last step 3 i think and it will give you the collars , click on the collar and click ok and you have changed the collar

as you would change a sims hair use the mirror to change the dogs collar :)
