we don't know why or what to do to it that is why we would like to put a new finish over the one we have if possible.

If it is bubbling up you need to find out why. If you sand it and put 5 or 6 coats of polyeurethane (or plain ole shellac)sanding in between each coat you should have a nice finish, But find out why its bubbling up?

Did you set something wet, like a sweating glass on it? I don't know what else could cause this to happen~Are you SURE it's solid oak, and not a veneered piece?? You can refinish if it IS solid~but it doesn't sound like it is. If you are sure it is though, you can use some wood stripper and then just sand it good, and then use some good stain to refinish, and after it dries apply 2 good coats of polyurethane. OR, just put a table cloth over it;)

Is it old or is it new ? have you got it in a place where the sun shines on it ? If it is relatively new I would recomend having it redone, I.E. sanded and re polished. If you put hot things on it try to use mats to keep it from spoiling or better still see if you can afford glass to put over the surface.
