When the Tetra water conditioner says "complete fomula, works in seconds" how long does it take to work and remove chloriene?

It really does work in seconds. About as quickly as you mix it in it's done it's work.

It really works in seconds, depending on the volume - like 4 - 45. Its really good I have to say. I've used it with a python for doing water changes and never have I burnt the fish's eyes... works faster than anything else I've seen. I've just added the conditioner (a LOT) to the water, and away I go.

I like to add the water conditioner about 5 minutes before I put the new water in the tank. I like to let is dissolve and mix around. But everyone is saying it works in seconds so I don't see why you couldn't add it to the water just seconds before you put the new water in the tank.

Best way to do your water changes is to remove about 1/4 to 1/3 of the water with syphon, add your chlorine remover, then add water. The chlorine remover works instantly. But you don't want to ad your water first or you will be subjecting your fish to the chlorine.
