The Laptop has Intel Core2 Duo 1.8GHz DVDRW with 1GB RAM, is it normal and acceptable on a machine with this specification to wait for a long time to open the laptop and surf the net.

Computers usually always slow down over time. you can get your speed back tough by using Disk Defragmenter and Disk Cleanup. Both are located in Start>All Programs>Accessories>System Tools
run both of those programs and you should see some improvement.
Disk Cleanup gets rid of the temporary files Windows builds up over time. Disk Defragmenter defrags your computer. When you install and uninstall programs, the free space is all not in one piece, its scattered, also scattering your data, or fragmenting. defragmenting puts all your data back together, speeding it up.
Also, there are some other programs you have to pay for to use. like System Mechanic by iolo. that does a lot more to help your system, like defragmenting your RAM and speeding up startup time. not bad to look into but the other things I mentioned help a lot too.

No...check your start up and check off all non essential startup programs. Keep it to bare minmum. You don't need anything else in your startyup except the OS in practice. Also check for adware and spyware. When you connect to the internet, these programs highjack all available connections first at the sametime slowing down your machine. Hope this helps.
