Depends on what country you are in and what exactly you want to do. In the US you are legally a child until your 18th birthday, unless you commit a crime and then it is 17 (sometimes even less). You can drive a car at 16, enlist and die in war at 18, but you can't have a drink until you are 21.

By some laws it on your 18th birthday. By the medicaid and child support it is under the age of 19 and still in school.

When you are no longer financially or residentially dependent on your parents. Therefore, the age is irrelevant because a 30 year old still living in mom & dad's house is theoretically still a child.
