For good sex, it helps to stimulate ALL the senses. Soft light, music on low, a small amount of perfume.
To do it in total darkness CAN help the sense of touch, but really not as much fun. I want to see my partner's FACE, and judge by the expression if I'm hitting the right spots.

Off or very low (candles maybe) for romantic situations. On when you wanna watch the hot interaction. On when videotaping too. That racoon look from nightvision vids just looks weird. Oh, also on when you want the neighbors to see.

It depends on the situation and the mood, lights on is for more fun, riskier, and adventurous, while lights off/dimmed lights are more romantic, sensual, and cozier.
