It is a run-on sentence. Two sentences can NOT be joined with a comma. Two sentences can be joined with a conjunction, period, or semi-colon. A sentence is considered a run-on when it has:
2 subjects (one popular saying AND another)
2 predicates (tells us that a watched pot never boils AND says that he who hesitates is lost)
NO ; (semi-colon) or conjunction (and, but, or)
If you use the run-on test on your "sentence", it comes out positive, so to speak. You need to add correct punctuation; then it will be correct.

A saying can not "tell" us anything. A saying can not talk. It should be changed this way: "According to a popular saying, a watched pot never boils; according to another saying, he who hesitates is lost"

I think it's the swithcing around in the sentence, try "One popular saying says that a watched pot never boils, another says that he who hesitates is lost."

It's a comma splice, which means you are combining two complete sentences with a comma. And that's not appropriate. Turn it into a semi colon, or add "while" or "and" before "another."
