If a folder is on your computer say created by the system or programs you installed but it is empty does it mean the file is unneeded and deletable? Also if you happen to find lots of empty folders and delete them how will they affect the performace of my computer? Will it make it faster assuming all the files are safe to delete.

If it's empty it is either 1) truly empty, and yes, useless and you can delete it, or 2) contains hidden files or system files - you can go to Tools menu, folder options, view tab, and choose show hidden files. There is another checkbox for show system files. If after that it's still empty, go ahead and delete it.

Doing so will not improve performance much though - they're empty, so you aren't saving much by getting rid of them, other than the time it takes to read that they exist, which will only happen when you look at the window containing them.

I wouldn't be deleting any folders your system creates. Some of your programs may not like it.
