Because you don't need 32 bit colour.

A monitor that has 16 bit colour can display 2^16=65,536 colours. 24 bit will yield 16,777,216 colours. Thing is, the human eye can only differentiate about 13 to 14 million different colours. This is one of those cases when the technology guys kept on upramping the specs without checking what we could actually deal with. Basically humans need to evolve further because we can't keep up with our monitors :(

Windows will not permit you to operate in 32 bit with a 16 bit monitor, it will either realise that the monitor's not accepting that level of detail, or the output will be messed up, i.e. bizarre colours, blank screen, fuzzy output etc.

32 bit color is in your graphics card or on board your motherboard, not your monitor.
