You could use a hair dryer to warm it. Then, spray some WD-40 around the cap and let it set for a few minutes before trying it again.

This is a plastic cap on a metal tip ...there is more than likely water that has either frozen or molecularly adhered itself to each other. Try the dryer first to warm and expand the plastic off the valve stem....if it is a metal(chrome) cap on the valve stem it will be brass( the stem tip) against chrome/bi-metal/pot metal...try to>>>>LIGHTLY<<<<< pass a torch over it to make the metals separate...did I say >>>>>LIGHTLY<<<<< the valve stem is made of some durable rubber,but not made to withstand high heat...just enough to warm not glow

Me personally, would take to a place like NTB or a tire shop and ask if they can replace your valve stem and they should give a cap as well. And make the check your air pressure in all you tires.

A pair of pliers will work, try to hold the valve stem so you dont twist it as you twist the cap off.

Sounds like someone played a joke on you and used super glue if not use pliers but don't squeeze to hard or you will bend the valve stem.

Carefully use a pair of pliers. Make sure you don't squeeze so tight you crush the valve stem.

Pour hot water on the valve stem and then it should screw off nicely without having to put pliers on it and all that jazz.
