The bag blowing in the wind goes back to the statement of ... seeing beauty in even the simplest things... whether it be by looking in the eyes of the dead... or in this case the way the bag is riding the current of the wind... slowly going in circles.. etc...
American Beauty was a wonderful movie.. inspite of the darkness of the story....

The meaning of the bag is to find beauty in the simple things. It's just finding beauty and life in things that most people wouldn't expect to see it in.

it means that it's windy outside.
no but the boy in the movie thinks it's absolutely beautiful, like the bag is playing with him and dancing...like it has a life, and he realizes that everything in the world has a life.
