It is not a broke gas gauge...because my trip Odo. verifies I have 60-80 miles left before empty. I have also tried putting Dry Gas in to treat water in the fuel....Whatelse could it be?

I would say that the dry-gas approch is on the money. The fact that it is still sputtering even after you dry-gased it already is because some of the water probly got into the lines and needs to be purged yet.

Here is what happened.. you have water in your tank.. go to the store and buy a bottle of isopropyl alcohol and pour it in the tank.. the alcohol will cause the water to go into solution and then run on through with the fuel.. The reason your car sputters or acts as thought it is starving for gas is because it is starving for gas.. water will collect at the bottom of the tank and clog up the screen which protrudes upward from the bottom of the tank about two inches.. when the tank is full the fuel will slosh around enough to keep the water from collecting but when the fuel is low then there is not enough volume to keep the water moving..when the water collects around the screen it restricts the flow of fuel.. one bottle of the alcohol should be all you need.. it's about a dollar.. it will work..you don't need the expensive stuff.. because it will not work.. you want just plain old alcohol... good luck

Did this just start happening? Or has it always done it.

Some manufacturers, not just Ford, have used a plastic tube to the electric fuel pump. While not common, some can develop cracks where they attach to the pump.

Also, Ford product gas gages on some vehicles have not been reliable in the "lower range"...I have had several Fords that were "quirky" in that respect. If all else is fine with the car at above 1/4 tank, just don't wait to fill up...I know, it's too easy to say, not so easy to do, we all like to gamble sometimes.

It's a bad fuel pump. When they get worn they can't suck up gas when the tank level gets below the pump.
It's always funny that so many people think you suck the junk out of the bottom of the tank when the fuel level gets low. Where do you think the pump always picks up the fuel from? It doesn't float you know. It's always getting it off the bottom.

could be a defect in the hose leading to the pump, maybe the hose wasn't long enough, so it doesn't reach the gas when the tank gets low.

You could pull out the pump and look and see if it's long enough to reach the bottom of the tank.
