Everybody else is wrong. This is a complicated issue. He announced that he formed a Presidential Exploratory Committee, but that doesn't mean he's running for president, it just means he's looking into it. He still has not officially announced that he will be running for president.

He announced on Larry king show that he was running , so happy days of mud slinging or here again. Giuliani is going to look like he has been in a mud war or mud wrestling

yes he is running you can tell because he launched whats called a presidential exploratory committee...all candidates need to do this before launching a bid for the white house or at least its the 1st step in announcing a run for the white house
