Get any phone, get a new sim and just get text bundles, not credit. If you register a new phone for him, you can get the credit transferred to your phone.
That way, he can answer calls, but can't make any, and can txt to his heart's content, and it's much cheaper too.

boost mobile is great and it has nextels walkie talkie on it so if he knows anyone with nextel then he can just walkie talkie them but if he does not then he will not be charged for it.

buy any mobile phone with any package then block (call barring) anything you want (outgoing calls or incoming calls or both) just dont tell him the password. so he can only use the text messaging service. But you can allow him to make and recieve calls anytime you want with the barring password.
