I've found the place to make runes, but how do I make them?

Get the talisman, and some rune essence. Right click on the talisman hit, locate ralisman, and follow it until you find a giant flat circular stone with a bunch pillars around it, and hit use talisman with mysterious ruins. in the ruins, go to the center, and there will be another circular flat boulder. either use the tally with the boulder, or the ruen essence with the tally

Have you done the Rune Mysteries Quest? Is not, you should do it. You may also need a tailsman and some pure essence or rune essence.

It depends on whether you mean the Essence Mine or the air altar (I'm assuming that you have never runecrafted before). If you aren't in either place, you are in the wrong place.
If you're in the essence mine, leave and go to the air altar. This is achieved by bringing an air talisman (or air tiara) to the Mysterious Ruins south of Falador. Use the talisman on the ruins (tiara users can just click on the ruins) to go to the air altar. From there, click on the altar to craft any essence in your inventory.

get an air talisman, click it and follow where it says with a batch of rune essesnce.
