It is very normal for anyone to not go out with another person in the 21st Century. You hardly know each other, not sure what the person is like or capable of, or even if you will get home alive!!!
More and more people, meet each other on first dates in "neutral" places, like meet at a restaurant where lots of people are around and no one is trapped in the other person's car.
Scared? I would say careful and cautious, and applaud both!!!
And if you think you only have to worry about guys being bad, guess again....there are females out there that are just as bad.

I don't think she is depressed, but there might be some hidden frustrations for her.
You don't overcome fear by being teased or forced to do something.
The way i seem to overcome my fears is when i get educated on subjects and gain good experience dealing with them.
If she is scared of boys, maybe she needs a better understanding of why she should go out with them.
If there are some underlying problems she has like phsyical features, that makes her shy away from the opposite sex. Than that should be addressed and taken care of honesty. Might even be something completely out of the left field, like Sleep Apnea who knows.. Don't just call a person depressed. That does nothing for them imo.

It doesn't necessarily mean she is depressed. Maybe she is just very shy or has had bad experiences with men in the past. It is normal to be anxious about going out with guys. Maybe she is just more sensitive to the anxiety than some other girls. Or maybe she just isn't ready to date yet.

scared of what? just the unknown, or of a past experience (abuse etc), imagined threats, or just not ready/old enough?
don't push yourself if you are not ready. i don't think depression would be the cause, but could be the result if left untended. if it is getting you down that you have this fear, then depression may result.

It's very normal, and it usually has nothing to do with depression. Most often it's due to a fear of rejection, or a fear that she'll be pushed to do something she doesn't want to do or isn't ready to do.
