We have seen a pair of red tail hawks in our neighborhood. My concern is we've two small size dogs - a poodle about 15 lbs and a terrier about 22 lbs.

From the information in this reliable site, the Animal Diversity Web (see link below), the largest mammals hunted by this species are rabbits, specifically eastern cottontails. These rabbits weigh 800-1533 g (28.2 to 53.96 oz).
I think your dogs are safe :-)

The red tail probably would not bother with them as they are not their choice of prey. That being said, there's a 12 # cat that is in the corner now that will not go outside because she was attacked by a hawk several years ago. She's physically OK, but does not go out with the others to mouse all day in the open field behind us.

PS. I was told it was a hawk that attacked the cat. A week ago a bird hit our hanging bird feeder down, and the same person said it was hit by a turkey. When medium sized hawk flew by later he said ''There's the turkey that knocked the feeder down". Obviously his bird identification skills are not highly honed. Hawks do get rabbits commonly and they run about 4 #s.
