It is definitely in the top 10. Very good school, but it has the most unappealing image (to me anyway).

But your question is not a good one because you've used the word 'top' without defining it. Despite what you've read, there is no system of quality rankings of schools in the United States, and it wouldn't be particularly valid if there was. There are certainly schools which are more difficult to get into, but this has as much to do with the perception of outsiders as with the quality of the education that one can obtain there.
For a given student, the top university is the one which will make him work the hardest and learn the most. Our Ivy League schools do this by paying great attention to each undergraduate instead of letting him stew in a bar somewhere like so many other schools. Yet these schools have their problems as well.
There is quality and good everywhere, at every school, but you won't find it in a listing in US News and World Report. As for the University of Virginia, the impression it gives is that it is very impressive with regard to its history and its architecture. How much good these will do you when you're trying to get a book out of the Interlibrary Loan desk, or schedule yourself into an overcrowded but required course that nobody on the English faculty wishes to teach, or get some advice from a faculty member who is concerned with something besides his research budget, is something you'll have to evaluate for yourself.

YES!
UVA is amazing. It has outstanding academics, a good sports program, and its campus is BEAUTIFUL. It was voted the most beautiful campus in the country several times, and Thomas Jefferson said "This is what a college is suppose to look like."
