Your testies like to be a certian temp. When it is cold out, or if a guy goes swimming or takes a cold shower, the scrotum brings the testicles closer to the body for more warmth. When the testicles are warm they hang loose. When they are cold they tighten up close to the body.
Also, when a guy is frightened, the scrotum tightens up to keep the testicles close to the body for maximum protection. The scrotum also moves closer to the body when a man is sexually aroused and has an erection.

Possibilities include:
1) a hernia - this presentation is more common in small boys
2) a hydrocele - a collection of fluid around the testicle
3) orchitis - inflammation of the testicles from an infection. Mumps used to be a common cause, epididymitis from a variety of causes.
4) testicular tumor
5) a variety of less common disorders
Hernias, hydroceles and tumors are unsually on one side only. If both sides are involved, orchitis and epididymitis are more likely.
Testicular tumors are not common, but when they do occur, they most often are in males in their late teens or twenties.
All of these are treatable. See your doctor!

Doubt anyone thought you were joking, most guys have tight sacs or retracted sacs throughout the day, and especially when sexually aroused or just thinking about sex. From my experience your sac stays fairly tightened most of the time, unless you are really relaxed or have just finished ejaculation.

Your testicles and scrotum constrict and sag down depending on the body heat that is conducive for making and storing sperm.
So when your too cold down there for good production the pull up closer to the body to gain warmth, when your too hot they sag down low where it is cooler.
You can also tighten up when nervous or scared, and when you are about to climax they tighten up readying for ejaculation.
