Swollen eyes and pneumonia are usually signs of bad care- low temps, dirty water, poor diet, bad lighting, small tanks, etc.

Before you worry about antibiotics, which are hard to administer if you are not a vet and will not fix the root causes, I'd focus on offering a really good habitat.

Set up a tub or tank that can have about 1-15 gallons of water in it. Use heaters and thermometers to ensure that the water is between 75-80F normally- about 5 degrees higher while it is ill. Make sure the water stays clean with a good filter rated for about 30-45 gallon tanks.

Peroxide on the eyes was bad advice- the puffiness is often the result of dirty water, or bad diet- not an infection that can be 'washed off'. Hopefully, the peroxide has not hurt the turtle.

After 2 months, the turtle might not have the internal resources left to recover, but give it a good habitat, offer some high-quality turtle pellets, and keep the stress levels around it as low as possible and it has about as good of a chance as it can get.

It sounds like your turtle is suffering from a respiratory infection. You need to get it to a vet that frequently treats turtles right away! He really does need antibiotics, and maybe a feeding tube placed if he will not eat.

Respiratory infections are usually SEVERE in a turtle, and any time a turtle blows bubbles out of its nose, that is a strong indicator of a respiratory infection. Also, the fact that he has trouble righting himself in water may indicate he has pneumonia.

Take him to the vet ASAP! You cannot get the required antibiotic over the counter (usually is baytril/enrofloxacin) in the correct dose.
