She's a 14 yr old teenager, her door is next to mine and the room is over my computer room, she plays her music louder than my tv and sings even louder, (and she can't sing, believe me)

well she has to have parents so try to catch them at home. If that doesnt work try to catch the girl going or coming home from school(she does go to school doesnt she?) and politely let her know shes interrupting your life with her music being so loud and being a teenager she can understand how it feels to have here life interrupted so chan she please keep it down. If that doesnt work call the police

Next time you see her, ask her if she could keep the music down a bit because it makes her dog howl really loudly ... oh ... you don't have a dog? It musta been somebody singing.

if you don't want to approach her directly, you could inform the management (i assume you're in an apartment?) and they might take care of it for you. Or just simply tell her (or her parents preferrably) that those walls are thin and you can hear everything. If she doesn't stop out of politeness, she may stop out of embarassment!
