Which of the forces of erosion has been affecting Earth's surface for the LEAST amount of time??

Ice has been affecting the planet the least amount of time. Wind does not mean that oxygen must be present, just gaseous material. Even before there was an oxygen rich atmosphere there was still wind. (For speed of this answer I am leaving you to look up the actual time line of events). The planet was much warmer than what it is now, when it first started forming and erosion was breaking down rocks, and ice (that formed by frozen H2O) needs temperatures cold enough to sustain its solid state. You also need to have water present to form this ice. So the most logical sequence of erosion factors would be, wind then water, then ice.
