When the embryo starts to develop the Y chromosome (the responsible of embryos becoming males) has not been activated yet. So, by the time it kicks into action, the baby has already got some features of female fetuses such as the nipples.

Nipples play no role whatsoever on human males and are only vestiges of the early stages of development of babies.

Every embryo starts out as female. Sometime into gestation (2 months or so?) the male hormones start to work if it is to be a boy.

It's not just male humans. Check your male dog if you have one.
