Is it required for companies to have it in all phones they sell? Is there any connection between government regulation, 9-11, terrorism, and/or the Patriot Act as pertains to GPS tracking in phones?

Its part of big brothers plan. Get you scared, tell you its for your own good, but really if everyone has a chip they are easier to control. King of like cattle.

If you need to make an emergency call, having GPS allows the rescuers to find you.

If you don't want to emit a GPS signal, you must remove the battery from the phone. Switching it off does not work. Recently, some FBI agents discovered this; the crooks were smarter than they were! The crooks always knew where the "undercover" agents were.

As far as I know, it's not. People have been found using cell phones by a process called triangulation. It's pretty simple. Cell towers are everywhere. By using the strength of the signal received by each of 3 towers, any point can be mapped. No GPS needed.

So they can track your location if you call 9-1-1. Nothing to do with terrorism.

The only reason they have GPS tracking in cellphones is because if you're in an car accident, and call 911, the 911 call center wants to know where you're calling from. That's all. Nothing more.
