Yes, Chicago is probably one of the most corrupt cities in America, and certainly the most corrupt large city.

The current Mayor Daley seems less corrupt than his father, who was mayor for decades. However, he has done a couple of questionable things, like secretly bulldozing Meigs Field (airport) in the middle of the night.
Somehow, nothing seems to get done in Chicago without a lot of rather shady practices.
The previous Governor of the state, George Ryan, was convicted on a litany of corruption charges.

There's a reason it's called Crook County, although New Orleans has to match if not exceed Chicago in the level of corruption, even post-Katrina.
