Before you can restore your computer to earlier time you should have set up system restore point, by default it is set to manufacture setting.

You need to scan your computer too fr any bugs and spyware. Use this program.

It's called "Stinger" McAfee. Download it into a usb drive or any external storage and run it from there. Do not download it directly to your computer.

When you're ready to run it several things you have to do first.
1) Disconnect from the Internet

2) Temporary stop system restore in the system properties;
Right click your my computer icon on the desktop and choose
properties, you can see the tab says system restore, check the box to stop it.

3) After scanning and found all the Trojan horse, then you have to run also spyware remover. I have it on the second link It's called Ad-aware. This one download it to your pc and run it there. Use this program to catch spyware once a week. Just download the personal version it's free.

you may have a virus that is stopping you. Does it say that when you try to restore or after it restores and reboots? If it does it before the process starts it may be disabled.

you may disabled your system restore in your hard drives
you can correct that problem by
1- right click on my computer
2- select properties and go to system restore tab
3- turn on all hard drives there.

good luck
