Flats. They'll look so much better with the leggings. If you wear flip flops it'll give it the wrong look. (you could wear the flip flops without the leggings though)
Save your flip flops for summer!

i prefer the flip flop look with leggings and a mini skirt . save the flats for dresses . :)

Flats because of the leggings and the weather. Save you flip flops for the spring and summer because it wouldn't look right with leggings.

depends on where ya live and how the weather is. flats for cold, flip flops for warm. if ya wear fliop flops in the cold, u will look like a wannabe Californian

I'd go with flip-flops, just because I'm in a summery mood today and it's only 41 degrees w/ snow on the ground! :(

flats look great with leggings and skirts!! flip flops look a lot better without leggings. btw, boots look dumb with leggings.

flats...i dont really like flip flops unless their decorated or strapy flat sandals of some kind
