Starches are very large molecules made of simple sugars. Therefore starches are carbohydrates. So yes they are both used a source of energy.
Starches are generally much slower to break down than simple sugars (glucose, fructose, surcose) so they do have a slightly different role as a source of fuel in the body.

starches must be broken down into carbohydrates (ie by salivary amylase), which are the smaller constituent molecule. then they all are used the same way.
