It is up to you, but most men prefer a clean shaven leg and underarm.

Hi!

Well, I will start off by saying that I was one of those girls who developed kind of earlier. I started getting hair on my arms in third grade and everyone made fun of me for it. My mom didn't even notice my leg hair was growing in, and I was too embarassed to ask for a razor, so up until sixth grade I didn't shave and I felt really isolated because I couldn't wear shorts or anything to school. If I could do it again I would have just asked my mom - I don't know why I was so embarassed - it really was no big deal. Shaving your legs isn't weird. In fact, people will probably treat you different, especially in school, if you don't. People are not very accepting in America of women not having shaved legs unfortunately. But hey - according to all my guy friends it is WAY better than having to shave your face, because a face has so many angles and creases, whereas legs are straight and easy to shave and not get nicked!

You can go to the store and buy a razor, like Venus or something. They cost about $10. (Shaving creme too if you want) You don't have to tell your parents, and keep the razor in your room and take it with you when you shower. If you can't get to a store, you can go with a sibling, your friend, or an older cousin. If you don't want it to look shady you can buy other things too =0).

But maybe you can ask your mom, maybe she'll understand =0)

Well, just tell your mom that I think I am ready to start shaving. Say I feel uncomfortable around my friends, and I feel left out. If she still says no maybe you could make a deal with her or something.
