Look up "water cycle". Water can't increase or decrease. It's a fixed amount on Earth. It may get more or less potable, or more or less accessible to human use. But it never goes away.

Water does not decrease globally. There is the same amount of water her now as has been here for millions of years. Are you aware of the difference between social science and physical science? What grade are you in anyway?
