Every few weeks I need to jiggle the handle to stop the running water. It's not frequent enough to be a real nuisance. However, it's not necessary at all in my other bathroom. What would I do if I wanted a permanent fix?

The flush valve is not seating properly. This is the valve that is attached to the chain. You open it when you flush the toilet and it closes by itself as the tank empties. If there is a slow leak then the seat may just be dirty and you will have a slow leak. If it sounds like the toilet is constantly filling, then the valve is not closing at all until you jiggle the handle. Take the top of the reservoir the next time it keeps running and see what is holding the valve up. That should give you a solution.

What is happening is the flapper valve is not falling back into the water after you operate the flush lever. This is usually caused by having just a tad too little slack in the chain.

Take off the toilet tank cover, and look at the chain from the lever to the flapper valve. If it is pretty tight, readjust it (easy to do - it will be obvious how) to provide an inch more of slack chain.

That should do it.

Maybe your bowl has a crack in it. If that's the case call the plumber quick because you don't want to see that water bill. It might not be a bad idea to call a plumber anyway and shut the water off to the toilet until he gets there. You may just need a new flapper too. You can buy those and any Walmart, Target, Alco,KMart or Home Depot what ever you have in your area and replace it yourself. If your renting call your landlord and have them fix it.

That will only work for a brief time. Either one of two things are causeing it to do that. If the ballcock is leaking, you can check it by gently pulling up on the float rod and ball in the tank. If it stops, you may just need to adjust the rod by bending it down a little. The other thing is the flush valve seal, which is easy to replace as well.

The chain might be loose bring it up a few notches. Jiggling the handle unhooks it so the flapper goes down and it can fill the tank.

It wakes the gnome when you jiggle the handle and he runs over and kicks the flapper down

It sounds like the rubber cup isn't sealing all the way. You may need to go to Walmart and by a toilet repair kit.
