Which contitnent did you have in mind? In Europe, you can live pretty decently in the Czech republic and some parts of Poland. But that's going to be changing soon, because of the E.U. and they "up and comming" countries. A lot of culture, etc.. Otherwise, I'd say most of South America and Africa is affordable, but comes at a price: Governmental Instability, Wars, and you'll be living without a lot of luxuries that you are used to: like clean water, electricity.
I need more information from you: how much money do you have to live on per year, (sorry - I know you said $10,000 - is that per year, or $10grand total?) what kind of climate do you like: warm, hot, cold, what languages do you speak? If you could fill me in - I can give you better advice.

I just cannot believe that with all the exotic places being mentioned, not one person has given up ALBANIA!!!.
IT is by far the cheapest on the list so far, unless of course you
would like to consider primitive, i.e. Papua New Guinea.
But of course you have to get there.
