its a hard question to answer.
I agree with the above answer of who is winning at the moment.
In general, I think Man utd prob have the most in the Uk, if not the WORLD! There seems to be fans EVERYWHERE!! closely followed by chelsea, arsenal and Liverpool - in no particuar order.

As an Englishman who lived in Scotland for 9 years, I can't believe the parochialism of English football supporters.
The question's unanswerable, as you can't define a "supporter".
My home town team, Sunderland, have ALWAYS had a massive support, but this will ebb and flow with results over the medium term. Newcastle is a bigger city so have probably 20% more basic fans.
Man City were always a much better supported club than United until Munich. Munich, though tragic, gave Man U. the support which sustained it through the bleak years until the kids gave Ferguson success.
Similarly, Everton are the better supported club on Merseyside, but Shankly's achievements built the foundation for Liverpool to overtake them in playing terms.
"Support" can be temporary.
For me there is absolutely no question that Celtic and Rangers are the best supported teams in Britain. It's just on a different level there, and doesn't depend on how the team is doing - hands up those who hated George Graham's Arsenal, who love Wenger's artists.
Could you see Man U or Liverpool taking 60,70,80,000 fans to Seville or anywhere else for just a EUFA final?
You have to go to an Old Firm game or a big European game in Scotland to witness the passion.
Having said that, you need the 150 at a non-league game to keep the game alive. They are just as important and twice as faithful as most.

without a doubt it is manchester united, not only are they the best supported team in the uk, but all over the world. you can visit any town, city, anywhere on this planet and you will see a man utd top. they have club shops all over the world, and they are not there for show, they are money making businesses. practactically every town has a bar with a supporters club.
