A thesis is basically you making a statement of an opinion. Then you are supposed to support your opinion in the body of the paper. Ex of a thesis: Abortion is a dangerous procedure with many long-term negative consequences and should be outlawed.
Then in the body of the paper you would discuss the negative consequences one at a time & support them w/ statistics, anecdotes, expert opinions, etc & say why you think each consequence is bad enough to cause us as a country to prohibit abortions. If you are really good at this, you will include some good visuals - charts, graphs, photos of aborted babies, etc. Be sure to cite all your sources, otherwise you are plagarizing (stealing) other people's work.

Unless I'm missing the question, your thesis "paper" will include both. A thesis paper is generally a research paper - or rather, a write-up of your research project. Topics can be anything from philosophical to scientific. So yes, you'll be describing the issue. But you will also (generally) be providing your research conclusions.
Now, if you mean a thesis statement or sentence, that's a different thing altogether. OWL (Online Writing Lab) from Purdue University is a great resource for specifics on crafting thesis statements. Good luck!

A Thesis can be:
1. Research paper which references many academic sources, and includes several diagrams for visual aids.
2. Argumentative Essay where you pick a subspecies subject and debate it. It is an opinion that you argue about.
3. Term Paper that analyzes a subject. This paper explains each step in the development process, as well as the past, present and the future use of the subject or item.
4. Research paper you explain the rationale for the research, including a statement of the aims, objectives, and key questions behind the research topic. You show records and discussion on information relevant to the research topic. etc.
5. Book Report
6. Dissertation includes tables, statistics, research questions and all other standard dissertation features. Problem, related literature and research, design of the study, results and findings, conclusions, implications and recommendations.

Answering a question that you pose.
So, you have to come up with a thesis statement; What your paper is going to argue. And throughout this paper, you will support this main argument. It is important to do some describing and put some background information, but not too much. Your main job is to support your main argument, or what they call a thesis statement.

A thesis is usually a summary work, like for graduation from college or a MS or PhD. As for describing vs. answering, it depends on the subject. For a scientific inquiry, you'd better be answering a question. If your degree is in history or literature, you'd be describing something.

a thesis paper, i 'm not sure what it is. i know the thesis is usually the last sentence in your introduction paragraph that tells what you are going to discuss or prove in your body paragraphs. so maybe you will be stating the issue and answering it. to be safe, i'd just do both.
