repair panel?

how do i repair the cowl panel on a 60s era a-body GM car

I don't know what's wrong with the cowl on the car but the usual repair techniques are plastic filler (Bondo), Fiberglas patches, and/or welding/soldering new sheet metal over the damaged section. Without seeing it, it's hard to say exactly what this panel needs. I've done a lot of Bondo and Fiberglas, and both can work well if done carefully.
