no she may not do so and have it done just on her word.
she is free to say that she wants this done but its not just up to her. Parliament and the house of lords along with the church of England would all have to find reason why Charles should not be king. his new wife Camilla can not be queen this matter has already been settled.
if Charles or who ever was unfit to be king such as illness or something like that there is a system in place to allow for a skip of a person but its not done unless the person was really unable to manage. you most likely would find the person just refused the position or so we would hear.
i think it may come to pass that prince Charles might not become king ever. he might but i think that if his son is all grown up and more or less just waiting for his time Charles might step aside. i think at this point they might have made up there mind on this matter but don't inform us as doing so would only make matters harder for William and harry. who knows what will happen really only god knows. oh yes the person who told you that elizabeths son charles were to not become king refusing it it would be andrew his brother that would be king next and then his children after that.
i think that some change might take place like making charles king for one day or some thing like that some new system if he didnt want to be king or gets too old or ill.

No, she can't. The succession automatically goes to Prince Charles, as Prince of Wales, the official heir. William could only become king if Prince Charles died or abdicated, like King Edward VIII.

The monarch is chosen according to a set of rules already drawn up by Parliament. By these rules, Charles follows Elizabeth, and William would follow Charles.
The Queen cannot alter the rules. Parliament can alter the rules, or try to alter them, at any time.
Charles cannot abdicate in favour of William. He could abdicate (as Edward VIII did in 1936) on behalf of himself AND HIS HEIRS AND SUCCESSORS, which would make Andrew the next King.

No. Not even Her Majesty has a say in who is next. To choose someone would the same as picking a favourite. The role goes according to heredity, and the first-born male of the monarch is next in line (or first-born daughter, if there is no first-born male). In this case, Prince Charles is next in line. It is Charles' right and duty to be king, and it is highly unlikely that he would step aside in favour of his son, Prince William.

No. The right of Charles to succeed to the throne cannot be taken away from him, unless a law is passed stating such. Due to status as the first born son, the only thing he could do to be barred from the throne is to marry a Catholic. The Queen cannot decide who succeeds her.

Charles is heir to the throne, he would need to abdicate in order for one of his son to become King. The UK had an heir that did abdicate in the early part of the 20th century. I don't remember who, but I think that is how the current Queen became the ruler.

Technically, yes. Elizabeth tends to honor tradition, though. Highly unlikely that she will do this. If Charles isn't drooling in his soup when she dies, he might do it, but I don't think so.

In principle no as charles needs to abdicate first. But why need a monarch in the first place? Do you think it will be more democratic and without it UK will be separated into 3-4 states?
