Santa hats are very rare items, used as a Christmas holiday drop back when jagex allowed holiday items to be traded. There is no specific place to get one, you'll have to find a player that has one and ask them to sell it to you. Currently, they are worth somewhere in the neighborhood of 25-30 million gold.
