Little bumps on ears?

My grandson is 3 years old. He has little bumps on top of his ears and is red. What could this be? He keeps pulling on them which is probably causing the redness.

They may be insect bites which are irritating him. If they persist, I would have his parents take him to the pediatrician. It is probably nothing serious, but who wants to take a chance, especially with a three year old.
