It depends on the type of building - things like hospitals and schools are more costly than plainer buildings. The Institute of Quantity Surveyors publish a list of the costs according to building type.
My only knowledge is of community buildings where the cost is about £1200 per sq metre

In my line of work we typically assume $100 per square foot of construction for labor and materials. Of course, that would be different if translated to square meter, and inflation may need to be considered. But as a general rule of thumb, our agency assumes $100/sq. ft.
