Get their religious "holy men" together and ship them off to a deserted island some where. Government has to separate itself from their hard line religion, to be able to work. Give the people a reason to live and make them understand that blowing your self up and killing dozens in the process is just stupid...of course, education would help all this. But I don't think the "holy men" want the common folk to have access to too much education. It would undermine their power.

It would be all out war on the terrorists. A complete and thorough sweep of the entire country - no one knows any better who these dirt bags are than the Iraqis themselves.

Keep the country united under all circumstances... assuming the role of a dictator if necessary, but thoroughly purging it of all foreign troops. And then I would start the division of power (after the country is stabilized) to different religious and ethnic group, moving it toward a republic/democrazy
