The gourami grows up to 2 '' and needs a minimum tank of 5 gal. Will a male dwarf gourami get along with a Chinese Algae Eater (8cm) in a 5.5 gallon tank?

Only for a short time. The Chinese algae eater will quickly outgrow the tank and in the mean time will be an aggressive fish that will most likely pester and annoy the gourami, possibly to the point of killing it.

There is probably not enough room in a 5.5 gallon tank. Your Algae eater will outgrow the tank and run out of room.
