Do you hear a lot of disk noises while this is happening? If so, you may be very low on memory and disk space.
Right-click on My Computer and select properties. This will tell you how much RAM (memory) you have. If you don't have at least 512 for WinXP/2000, you're probably low on memory.
Open up My Computer and right-click on your C: drive. You should have many MB available (like over 50). If you don't, then your computer is probably suffering from low memory and excessing "paging" (swapping real memory to disk and back.)
You may be able to add more memory with an upgrade. But first try to take care of the disk. If you are indeed low on disk space, look for things you no longer need and delete them. Clear your temporary internet files and delete off-line content. Clean out your temp folder. Archive (write to CD or other device) files you don't need to open all the time.
Once that's done, reboot the computer and defragment the drive. (Right-click on the drive, select properties, then Tools, then defragment.)

The most probable answer is to check for taskbar icons. You might be having too many programs starting when you start your computer. So disable automatic startup of as many programs as u can. For example yahoo messenger, MSN all start automatically when windows start. So if you dont need them you can disable automatic start.
Check for Start>All Programs>Startup . Make sure there are not many programs there.
Do a Disk Cleanup.
Last install windows again. Windows gets slow if its more than few months.

get a utility like ccleaner to get rid of junk and bad registry files. spyware can slow it down alot too. get ad-aware and spybot and run those. after all of that defrag your hard drive.
