Once a week is best. Change about 25% of the water using a gravel vacuum to remove as much gunk from the gravel as possible. Refill the tank with clean water and replace the filter cartridge and your done unless you want to clean off the decorations a bit, but do that carefully. Use no soaps or cleaning products and just remove what will come off with a toothbrush or something like that. You can wipe the glass clean with a clean cloth before you do the water change and it should give you no problems at all

You need to clean it once a week by doing a 25% water change. Replace the removed water with fresh dechlorinated/detoxified water. Rinse the filter and the plants and decorations in the old water you removed. Never scrub everything squeaky clean. Siphon the gunk out of the gravel. Don't disturb the gravel any more than necessary because this is where a lot of the beneficial bacteria live. Get a test kit and learn how to test your water. This will tell you a lot about how your water is doing health-wise for the fish. You haven't mentioned what fish you have, but unless they're really big sort of fish like cichlids, discus or angelfish, you have a good amount for the size of the tank. Don't add more. Good job!

20% water change with gravel vacuum at least every 7-10 days. If your fish total up to more than 20" in length, i.e. 7@3" you are overcrowded. If the tank is overcrowded, some weaker fish will die. If you do water changes regularly, to an extent this will be minimized. Don't do more than 20-25% in one 24 hour period. If you need to do more than two days in a row, take a day off and let things settle down. Too many water changes will cause problems just as too few will.

Once a week, 50% water change with a gravel vac. Get a test kit, your ammonia should be 0, nitrites should be 0, and nitrates should be under 20 ppm. Under 10 ppm is ideal. Trust me, you're not going to hurt anything by doing 50% instead of 25%--it will only benefit your fish. Freshwater fish like FRESH WATER!

Once every week, you should do a 25% to 40% change of water, vacuuming the gravel, scrubbing algae, inserting necessary chemicals, etc.
Depending on the type of fish you keep, your tank might be overstocked, so if it is you might want to to the 25-40% thing twice a week instead.
I've used this method for 3 years and not one of my fish has died yet.

Once a week, change 1/3 water. Monthly, clean the filter and pump. Scrape dirt off the glass with a magnetic cleaner. That's all it takes to maintain good quality tanks. Never give your tank a full overhaul.
