how do i do a system recovery without the cd?

presario 700 notebook, it won't boot up at all so i can't go into the options...i am not sure how to get to the bios settings..i can get to phoenix bios settings but that doesn't do me any good. i don't have the cd to reboot nor the money to buy one :( if anyone can help it will be very much appreciated. I have tryed going to safe mode with boot commanding....tryed last system config but it gives me the same blue screen

if u cant boot all the way then turn the computer off and when its starting press F10... if you have a recovery partition then it should start..
