The 1942 cent is not steel, but bronze. It had a mintage of 657,796,000 so it is far from rare or even scarce. It is a common wheat back cent and dealers sell them for 2 cents to 5 cents in circulated grades.

I'm wondering if '42 penny is steel, which is probably right since you have pinpointed it. It's worth about 50cents retail...less if you're taking it into collector shop.
