I guess its ok. Doesn't it mean even if ur life is going good, prepare for the worst?

It means that even though things may be peaceful that you never stop watching and being ready for the time that war comes about. I wouldn't see it as an excuse to use peace as a time to build up a military for future wars of aggression, but to only be prepared.

Probably a good idea. To bad Rome didn't practice vigilance as the philosopher preached in the later years of the empire. They became rich, lazy, corrupt, and soft (sound familiar?)and the Barbarians overran them.

I play strategic games a lot. If you Play with AI (artificial Intelligence) this advice sounds like ****.
but with a real person everything is different.
you must base the game on this quote I think.
Life's just like strategic games... you must use these tactics to win whatever you want.
