A thin growht of agae around the liner isn't a bad thing and I would suggest you leave it. It will help prevent the worse types like hair algae from forming. Keep the pond topped up and if it is smaller, do water changes just as you would for an aquarium. You probably don't want to knock that algae off with the water, then it can promote other free floating algaes that would turn the pond pea soup green. Clean the pond by removing as much waste as you can from the bottom as often as possible, again, just like an aquarum. A lined pond has much in common with aquariums and really should be treated in large part as if it were nothing but a huge aquarium.

Algae may look bad, but it isn't bad for the water or the fish. It actually contributes to the health of the water. If you want to get rid of the algae, just scrub it. Don't worry about not getting all of it. If you leave some, it will reduce the rate of growth. Really. And, just do a water change like you would do in an aquarium. Remove 25-50% of the old water and replace it with fresh, dechlorinated/detoxified water. Scoop out all the dead leaves and whatever else that is on the bottom, rinse the filter sponge and that's really all you need to do.

i think you need to get a long and hard brush that attaches it self to the end of something like a mop.
and scrub the floor.
it even though it may look like all scrubed up and unclean.
try and remove as much as you can and clean the surface of the water(with gloves)
but the rest will die out and reduce after the clean.
and just add some snail or algae eaters
luck!

If its not planted, I would suggest putting plants in cause they will take the nutrients so the algae doesnt have enough nutrients to grow
