If this is the US, you can demand that the school start girls tennis to comply with Title 9 requirements. If football is the only school sport then this school must have equal sports for girls. Go to the school principle with this news. The threat of a lawsuit will motivate any school official.

She'll need to go around and get enough people who are interested to sign a petition, as well as a coach. She can then take it to the principal and ask to start a team or club.

I would recommend talking to the athletic director and principal (email might be a good idea). They have a lot of power even if they say they don't. Keep puching the issue and if they say no, a petition can never hurt.

It would be best to ask the principle first. Ask her for premission to start a tennis club. You must get a teacher to sponser you. If the principle fails to comply, petition!
