I think you should try downloading the tryout version of macromedia flash and maybe you could find a serial code for it through limewire... i wouldn't really do that but it could work lol and dreamweaver makes it so much easier to incorperate flash but dreamweaver is kind of stupid it's not true programming it's like cheating... Adobe photoshop is perfect for effects and making buttons

But the most user freindly one is Dreamweaver.
